More Info: I just realized that you have the "Extended Foreplay" with C4S circuit boards. The C4S boogered me. My problem was a transistor pin that didn't have ANY SOLDER! I'm embarrassed.So....... Recheck ALL connections to the C4S boards. Recheck the solder joints on the boards. Use a magnifying glass like an old guy, like me! (Yes, I know, it is hard to do after soldering it in, but well worth your time.)
Without the LEDs lighting up, you don't have power on that tube at all.

Looking at your readings you are "Spot On" what is called for in the manual for the Foreplay III. The readings can be +/- 15% without any problems in the circuit.
The resistance reading is odd. Reading "across" the resistor, one side is at ground like when you make the resistance measurements and the other is on terminal 22. When a resistor is in parallel with a capacitor you will ultimately read the resistor only. The capacitor will charge and pass no current. So you should start about at zero ohms and climb to 33k ohms.
If you take your meter and put it on Terminal 24 and on the chassis you should read zero ohms, or the same as putting the meter leads together.
See if that works.
