It sounds like there is a grounding problem, or a chassis voltage problem between the Pre and Power amps. If I'm right, somewhere there is a noise that should have been grounded that is reaching ground through your interconnects.

The first thing to try, if you haven't already, is to jumper T13 to T14 in your FP2. This ties the audio circuit common to chassis/safety ground.

Now, with your meter on resistance, measure the resistance of the two leads, just touch them together. That is a zero check. Remember the number.

Disconnect all cables going into and out of the two components and measure the resistance from the ground lug of the AC plug and the chassis of the two components. Leave the T13-T14 jumper in place.

Both should be under an ohm subtracting the resistance of the leads. If not, you must resolder the ground connections to the chassis or replace the AC plug and wire.
