low resistance readings on extended foreplay

Could someone help me please oh wise ones ???

I was finishing up my EFP3 as maybe some of you read.
I did build a new lh power supply and now all seems to be exact as far as the power supply resistances go. I have checked and rechecked my buildup and all appears to be ok.

I have 3 resistance readings that are puzzling me
These are from the EFP3 manual with tubes installed going from terminals to ground

terminal #12 reads 38k should read 83k
terminal #21 reads 39k should read 83k
terminal #32 reads 40k should read 150k

I am afraid to plug it in. Could someone please help.
