M2 Power Supply Problem ?

my DAC2.1 has developed a "rustling" noise similar to the sound caused by a noisy volume control. the noise occurs randomly (continuous for say 15 mins then ok for 15 mins or more). it occurs regardless of whether a signal is passing. also it occurs when the digital ps is switched off and occurs through both channels. so seems like the finger has to point to the M2 power supply section?. i have replaced both tubes and all capacitors but the problem remains. any ideas as to the cause would be welcome.
