Hello Richard, if the mod you are referring to is to change out the film caps in the power supply then yes, it is worth doing. I did replace mine (Jensen and basic grade M caps if I recall) with Mundorf Silver/oil caps. A definite improvement there for not too much money or time. I believe that you are referring to the cap install at pin 7 mod though. Personally, I think that going back to the smaller cap values (the original 68uF or the 47uF M-Tube caps) will reduce noise in the supply going to the regulator tube enough. I am not a circuit design expert by any means but I think if you want to go that route that a small bypass cap around C3/5 would be just as good or better considering you are really not changing the circuit design. If you are going to change to M-Tube caps you may not feel it is necessary to do it in any case. Without an O-Scope it would be hard to tell if it was really doing anything either positive or negative. I am really not a fan of bypass caps but you can get plenty of opinions on that all over the place. It seems that using small bypass caps around older electrolytics is a possible exception to that.
Personally, I think that there are a few spots where you can get rid of noise that is audible with potentially much more upside. Rearranging the grounds was a big help in lowering the noise floor (my speakers are about 98db) as well as replacing the PIO AN caps with V-Caps.
I will be posting a summary of all my mods once I get the M-tube caps in and have time on them to do a proper evaluation. I will be rating the mods in order of their effectiveness. Cost considerations can be made by each person doing and paying for the mods. I hope this helps. Tony
