Preamp Kit 1

I have a preamp Kit 1 I purchased already constructed. The preamp has always been noisy and I get ground hum when I touch the volumn or balance control. In addition the left channel of the phono section is weak. I changed tubes no help. Can anyone of you experienced kit builders give me some ideas or help direct a fix?
