I would try and borrow a decent tubed preamp within you budget and take a listen for a few days.
Tube preamps are different from tube amps in that they are much more reliable owing to the fact that small signal tubes as opposed to hot running power tubes, last a very long time.
If your looking for new, there is a hybrid design from Vincent at Audio Advisor for $699.
If you don't mind going the used route, the are several possibilities; Audio Research SP-9, BAT VK-3, Conrad Johnson PV5 PV6 PV10 PV12, Counterpoint 3.1 & 5.1, Decware, Cary DJH, and many more.
I think you would be stunned after hearing what a good tubed preamp would do for your listening experience.
