So you are actually seeing the digital readout increase and decrease on it's own? If that is the case then it's something inside your preamp. Like a IC chip??????
A few times with my streaming devices the volume went up an down on it's own. but it doesn't sound like this is your problem.
First I would try using a different source. Like a CD player. See if it happens with that.
If not can you directly feed a source into the amp - bypassing the preamp?
See if the problem continues with either of these options.
