How can a phono preamp be both passive and active?

I have an older Quicksilver phono preamp. It does not mention in the manual if it is passive or active.
I Emailed Quicksilver and asked which type it is and he told me it was both.
How can a phono preamp be both passive and active?
Can someone please explain this?
