Sound like DC on your AC mains or some DC Offset issue. maybe even a ground loop or internal grounding issue in the amp.
Check the AC main for any DC on the AC line then you can go from there. I had an issue with that just recently. My Edge amp didn't have a problem with it but my upgraded/Modded Counterpoint SA-12 did like it. I measured the AC line for DC with a DMM and sure enough, the was .6vdc on the AC line. I bought a AVA Humdinger and all is well now. The amp is quiet now.
