it sounds to me like you have a problem. I would never put one of my tube (or transistor) amps in that confined a space because - even if the sides are open - it is just asking for heat related reduced component life.
If the top of the amp has ventilation slots that permit you to draw air from the bottom of the amp out the top, you could use this kind of fan from Cool Components.

I have one of their two fan units that I use to cool a big high end Onkyo receiver and I believe it has given it greater service life than it otherwise would have had (Onkyo receivers get HOT).
Alternatively, depending on your cabinet, you may be able to use one of their other solutions. What is nice about the top mounted cooling fans is that they can fit in your 2" space and move a lot of hot air sideways out of the amp and its rack space out into the room.
I have also cobbled together 12 volt "silent" computer fans to cool, e.g., a PS Audio power regenerator, but if you can afford ARC why not go for the finished look that Cool Components offers.
