It is best if you keep the control as close to the amplifier as you can- it works best if built-in. Generally, I find that passives rob the system of bass impact and overall dynamic quality so I stay away from them.
A good preamp can control the effects of the interconnect cable to such a degree that it can appear less colored then the best (or cheapest) passive control. This has a lot to do with the output impedance of the preamp but that is not the whole story. In a nutshell there are a number of variables at play, and the bottom line is that it does not matter how good the control is, the math is going against you so success is always a trick.
Lower impedance controls work better, but they also load the source to a greater degree. Higher impedance controls load the source less, but are prone to allowing frequency response variation. This is why a buffered control usually works better.
