RE: Is there a way to check amplifier output at the speaker terminals ?

As a master of the obvious I am bound to ask this: have you determined that the balance control on the preamp is ELECTRICALLY centered. OK, it is easy to see that the dot or line on the knob is centered, but is the actual POT in the center of its rotation?

I would start with the preamp and work out to the amps. Inject your test tone into the A & B channels of the preamp, remove the knob by unlocking the set screw, measure the AC voltage out of both channels, set the balance so that both channels are equal, install the knob with the pointer centered. Now go on to the amp.
