Some electronics techs will cut the AC cord off of a unit that is blowing fuses and has been deemed too expensive a repair to be worthwhile. My guess is that this amplifier has a defective output stage and will blow the fuse as soon as it is powered up. These units are not high quality, and if the repair cost more than about $5 many would say it's not worth fixing.
You can buy - for example - a used, tested & working Pioneer SX 255R receiver off eBay for $39.99 buy-it-now; the Pioneer is higher quality than this OEM'd GE gear. If I had to guess I'd say this gear will cost at least $50 to fix.... with BETTER gear selling for LESS, what's the point?
