Amplifiers are analog devices and do not contain DACs. A DAC is either sold as a stand-alone device, part of every CD and DVD player ever made, or contained in any digital component that outputs an analog signal such as the sound card on your PC or an iPod. The DAC on most sound cards is pretty limiting but it will feed an analog signal to powered speakers or even straight to a reciever or integrated amp, but this approach is not optimal.
Using a separate DAC from the digital USB output on your PC is the most basic of many approaches that will give you a reasonable sound feed. An AV reciever is not the best amplifier option either due to mediocre amp quality, but lots of them are out there. The lead on the Luxman unit from Ozzy is a good one I think. Check that out.
You likely heard the speakers played with equipment that made them sound good. You will not get the same experience from the new speakers without spending on at least a reasonable playback setup.
