Unfortunately, David's correct. Getting a PA to meet your needs on a $200 budget is going be extremely difficult. At 150 watts RMS, it's perhaps ok for speaking at lectures, etc., but you need more power for music reproduction.
The only thing I can think of that might work close to your budget is if you go with used equipment. You might be able to score a used Peavey, QSC or similar power amp for around $100 if you look around. You'll want at least 200 watts per channel RMS (400 watts total) at 8 ohms. Then, you could pick up a small Behringer mixer for around $50 or so, and pick up a pair of used PA speakers for maybe $200. That would be $350, but would be about as cheap as you could get a sufficient system.
Make sure that the wattage is listed as "continuous" or RMS, into 8 ohms. A lot of cheaper equipment specs boast of wattage that's nowhere near what they really put out, because they're telling you "peak power" ratings for only a short period of time, into a lower-than-normal load.
