RE: If you are building the room from scratch

The bass will not travel far in the soil so don't worry about your neighbors so much if you intend to use sound damping materials on the walls. You definitely want to use damping between the block wall and the inside wall - I use the pink stuff behind wainscoting on the cinderblock and that gives a reasonable room - though the wainscoting is not that friendly a material compared to sheetrock.

The room will benefit both dipoles and boxes with diffusion on the front wall and absorption at the key 1st reflection points on the side walls. You only want absorption on the front wall if you intend to put the speakers close to it. .
