I provided you an explanation of what you experienced with your setup. I can't argue with your subjective evaluation, but by coupling a passive attenuator with a PLLXO you've created a complicated equalization interaction network.....and the EQ varies with volume control position. :)
There's more going on there than intuitively you might think.
