3K:38ohms is an impedance ratio of 79:1 and a turns ratio of 8.9:1 (square root of impedance ratio = (approx) turns ratio). The LL1623 has enough primary inductance to work well with a SE 2A3, so let's stick with it and explore the possibilities. The turns ratio of the whole primary to one secondary is 53.6:1, so this implies that we need 6 secondaries in series to get 8.9:1 (53.6/8.9=6.02). There is a data sheet connection, Secondary connection E, that shows a suggested way of wiring the secondaries to get this result. If you find that the bass frequencies are not handled with the firmness that you require, you could rewire the LL1623 with the D Secondary connection to get lower output impedance.
