RE: HV shunt regulator??

It requires only a big enough reservoir to make sure that the voltage across the constant current source doesn't drop below 25V dynamically. Strictly speaking the voltage drop across the current source/shunt regulator doesn't need to be more than 25VDC, but the supply delivering the current needs to be "stiff" to operate at a 25VDC drop. Otherwise, you need more voltage overhead.
