1.4v across 10 ohms gives 140mA, intended for two output tubes.
Bypassing the CCS with a capacitor will defeat the whole point of turning the stage into a differential amplifier, but does allow retention of the "fixed" bias characteristic of the CCSs for DC bias. I would advise leaving the capacitor out of the design.
