If your PSUD II simulation showed no tendency toward ringing in the "start-up" period, it's not likely to be a big problem in operation. I have personally opted to use one LC stage for all of my PP amps, so I have no experience with the cascaded design you propose. With well-balanced output tubes, the 700mV of ripple will not be an issue, in any case. The Art Audio Vivo has a 2H choke (18 ohms) followed by 195uF of capacitance with a 525mA current draw and the output noise of each channel is less than 2mV rms with simple center tapped AC filament supplies. A "hum balance" pot allows for lower than 1.5mV.
