If the CCS does not have enough voltage across it to keep it in regulation, it will act like a large resistor. It will conduct and the current through it will depend upon the amount of voltage.
The specific symptoms will depend upon the circuit. In a plate circuit there is weak music with no bass. I have not experimented with starving a CCS in the cathode so perhaps someone else who has experience there can step in and tell us what they have found.
