The Zin apec is an upper limit, not lower. Above that Zin, the frequency response quoted will narrow, below it there will be high frequency resonances that generally are sonically benign.Proportionally (roughly) less primary inductance, the the same upper Zin limit. So the 18mA version will have roughly 19H and the 25mA 13H primary inductance.
