The simple answer is that all RCA jack bodies and all transformer (-) leads in the step-up box must be connected together and also connected to the case at the ground lug. The turntable ground goes directly to the ground screw/post on the phono preamp, though. In addition, you must position the step-up box out of strong magnetic fields. The LL9206 is shielded, but not to the degree that you can sit it on top of a power transformer and not get hum breakthrough. Try experimenting with positioning to see if it makes a difference.
