You can connect the two 6.3v windings in series to set 12.6v. Connect B4 to B6 and use B7 and B1 as the two 12.6V leads. The current maximum for this is 3A.
If you are asking if you can have 0-12.6V and 0-6.3V from the LL1683 at the same time, that depends on how you want this. You can get 0-6.3 from B7-B4, but this is shared with the 0-12.6V connection described above, so these two will be at the same potential at B7. If you need a totally separate 0-12.6 and 0-6.3, then it can't be done with the LL1683. For this you would need the LL2758.
