I have some small experience trouble shooting these regulators. You can isolate the reference CCS and check it with a battery and say a 10R load resistor. Measure the voltage drop across the load and check the operation of the CCS.

I made a jig with two old CCSs to test the operation of the Shunt Reg. If you don't want to do that I would just replace the the shunt and drive FETs and stick it back in circuit.
