If your driver stage tube choice matches the characteristics, I think that the LL1660S/PP is an excellent choice. It is specifically designed for this type of service and is capable of 2 x 260Vrms at 30Hz when used 2.25 + 2.25 : 2 + 2. If grid current is to be delivered, then I suggest avoiding step-up. Low driving impedance is obviously imperative.
