What are the factors that go into making a large woofer sound especially lively at very low volume levels (where thermal compression isn't an issue)?

Is it a matter of efficiency? Moving mass? Cone stiffness? Voice coil/gap geometry? Resonant frequency? Type of surround?

I've heard some systems with large woofers sound great at low volume levels, and some not come alive until cranked up, even given similar efficiency "on paper".

Can't help but note that the short gap, half-roll surround Lowthers sure are lively at low volume levels. But does that necessarily translate to 15" woofers?

Any and all comments and anecdotes much appreciated!
