It can use both.

The UVC uses Relays for input selection and Resistor arrays with fet switches for volume control. They are all controlled by the microprocessor.

The rotary controls use a so-called encoder, meaning they rotate contiously. These controls have small indents, so they behave like stepped controls, but with quite minimal "stepping".

The kit Linestage Kits that do not use the UVC Modules have mechanical controls and all use stepped controls (be they resistor ladder types or switches for the TVC's).

The Tube module in the Preamplifer has it's gain setable by a Jumper (like the old PC Cards) for 6dB, 12dB and 29dB gain. Gain greater than 12dB but less than 29dB requires additional resistors in series with the input and the 29dB setting.
