Voltage regulator

Can anyone suggest a voltage regulator that meets the following criteria?:

1. Won't break the bank(under $200)

2. Does not make noise(hum, click, etc.)

3. Actually regulates voltage properly(keeps a constant 120v)

The outlet that my amp is plugged into goes from 114 to 117v depending on the time of the day and is causes the bias on my tube amplifier to go up and down.

Personnally I like a good true sine wave inverter but for 200 you can't really afford to get something like this set up to push some real power...probably a couple hundred watts max by the time you throw in the cost of batteries wiring and a charger on top of the cost of the inverter. Also, with something like this, setting everything up just so can either make or break the experience.

I got an APC H15 for around $100 new in the past year. It was possible to get the silver version for a good deal less than the black (discontinuing the silver?), but haven't looked into prices recently.

The APC H15 can provide power conditioning for all of your components, up to 8 outlets or so. And has outlets that are optimized for amps, analog, digital, etc.
