 Dear Paul,

I bought 2 Power Port Premiers in hong Kong from the Radar, the localised dealer. One of them has a piece of white plastic sheet separating the mounting brass back and the ground and the other does not. Which one is the correct version?

 I am not sure. I haven't noticed the plastic piece before. My guess is the one without it is just missing it although the piece serves no function I am aware of. I think you're fine.
