XLR to RCA cables

My cd player has two outputs – XLR (4vrms) and RCA (2vrms). The XLR output sounds much better than the RCA output, so I use the RCA output to feed a headphone amplifier and the XLR output to feed my “good” system (ie preamp + speakers).

The only issue is that my tube preamp accepts only RCA inputs. Consequently, I have a generic XLR to RCA cable. At low volumes, this causes a buzz and harmonic muffle noises. At higher volumes this disappears, and sometimes after a few minutes even at low volumes it disappears. I tried the XLR output to the headphone amp and there is not buzz whatsoever, at any volume.

Is this a cable issue, or an issue with the preamp's sensitivity/gain?
