Hello All.
I have an Empire 298 that has had speed issues ever since my originally supplied belt broke (very brittle, just popped pieces off if you tugged at the tip). I got a replacement belt on ebay, it seemed too tight and the speed was too fast as a result. I tried to sdjust using the shaft angle knob, and it would get to almost ok then slip off the spindle.
Issue number two is the cart/needle- it either bottoms out or skips accross, no happy medium, then when I think its okay, I put a record on that sounds terrible.
I need advice how to fix the speed issue, where to find the correct belt size and what a good cart/needle combo is without breaking 100, and an alternative for over 100 when I have it if it's really an audible difference.

P.S. any suggestions for a good alternative to my art usb preamp or is that okay? any suggestions for a sub 300 dollar alternative when I'm set?
Try using 1/4" cassette tape as the belt, thinner the belt the slower the speed. The fast speed of the Empire is a known issue. Or you can sandpaper down the pulley and that's what I ended up doing.
