I have a Wheaton Triplanar IV tonearm that comes with several weights. To balance the arm SHOULD I either use heavier weights close to the pivot point of the arm or lighter once further away from the pivot arm.

A heavier weight closer to the pivot will result in less effective mass. A lighter weight further from the pivot will yield greater effective mass. A less compliant cartridge may sound better with the later, and it may result in a more favorable primary resonance. The, more audible, secondary resonances are hard to predict.
That means I should try both and see what I hear.

You didn't actually pose a question, so much as make a statement !
However, if you're asking.. the best performing option is to place the heavier weight as close as possible to the fulcrum, or point of pivot, in order to reduce the moment of inertia and angular momentum.
