i am using a Khozmo passive permap /w a Dynaco ST-70. It has all the gain needed using a Hagerman Cornet1 and LOMC. The speakers are Hawthorne Silver Iris @ 95dB sensitivity.
That works for me. But I had to wedge things along till I got it all to work. Now sound jumps from the speakers.
But no doubt, things would be even more dynamic with an active preamp with my amp.

Efficient speakers are certainly a good idea any time, but also, you could make up the gain not provided from a passive preamplifier anywhere in else in the chain, up to and including the speakers. For me, the problem with a passive preamplifier is more to do with impedance matching, which can result in hf roll-off. And I have to agree with Opus; they've all sounded a bit "dull" to me, possibly for that reason. But I don't know exactly why they seem to lack "jump". Yet I know many who swear by passive preamplifiers, and I am in no position to say their particular set-ups are not excellent.
Black Mamba from passive to power amp to a 1.5 meter pair of Blue Jeans ICs. Also from .5 meter no-name to a .5 meter pair of Blue Jeans from phono preamp to passive. Highs kicked up a bit as did dynamics.
