My brother-in-law lives in Bethesda.
I never missed Joe's Record Paradise or Second Story Books. Got down the record and tape store in Fairfax a few times too.
If it's any consolation, record fairs in the Pittsburgh area aren't much better. Last one I went to (ie, "paid to get in") only one vendor had any jazz and it was mostly Sinatra albums that I already had.

Been going to Joe's for many years. I always find records that you are unlikely to find in the $1 bins, and prices are fair.

I usually go to the two CD Cellar locations (Falls Church and Arlington) as well as the record and tape exchange in Fairfax. Large jazz selections and fair prices. I've tried the Fat Kat records in Fredericksburg but wasn't impressed with the selection, pricing or owner.
There was a good sushi restaurant next to Record and Tape Exchange, too.
Don't know if it's still there (or still as good as it was five years ago).
