You could maybe find a secondhand Audutorium 23 SUT which is made for the 103. It should be close to your budget if you could track one down.

The Auditorium 23 SUT is definitely worth seeking out in IMHO. I've used it with both the 103R and Denon/Zu 103 with excellent results. Takes both 103's to their full potential.
The 37.5 Ohm impedance taps were perfect.

I took your advice and went with a semi diy Cinemag 3440ah setup.

From CineMag:
Two 3440APC transformers with the "reduced low frequency distortion laminations" for $75 each + shipping. I think this is marketed as their "Blue" version. The regular (Red) 3440APC are $51.14 currently if you want to save about $50 on the pair.
From Mouser:
One 1455K1201BK Project Box 4.72" x 3.07" x 1.69" for $19.26 plus shipping.
From Guitar Electronics:
One SWM22-21 Double Pole ON/ON Bat Handle Mini Switch - Gold for $8.49 plus shipping. I couldn't find a gold DPDT On On anywhere else.
From Parts Connexion:
Two pair ConneX Connector RCA Female jacks "Tiffany" style, outside chassis mount jacks for $7.50 / pair + shipping
One VAMPIRE BP-.5 ground post, hard gold plating over nickel over brass for $9.95 + shipping.
Total cost of parts, about $232 including shipping.

Your list looks a lot like the one I found from Shannon Park's "budgie" sut (3440-ahcp blue label).
