I doubt it was Shure, which started as a one-man company in 1925 selling radio parts and kits. Shure was into radios and microphones in those early days. The first mention of phonograph cartridges in the Shure History timeline was in 1946.
According to Wikipedia, the first magnetic phonograph cartridge was developed in 1925 and this type of magnetic cartridge dominated the market until the late 1930s when piezoelectric cartridges became more popular. Unfortunately, Wikipedia doesn't say who was manufacturing them.

I'm not saying the information is right or wrong in this instance ...but I've seen plenty of misinformation on Wikipedia. Since anyone who wants to can add/edit anything they want, it can be opinion rather than fact.

Remember the libraries ? We cannot research our industrial histories simply online. Considering all of the industry's periodicals and monthly journals, as well as now rare books, finding the right libraries is not easy any longer. Audio researching requires collecting magazines and even catalogs; as all of the periodicals, catalogs and journals are still not freely available online...
