eBay will encourage anyone to sell their "stuff" on eBay.
But the buyer will be protected by eBay's latest policies. All the buyer has to do is open a claim stating that the item received is "not as described". This automatically locks the seller's paypal funds from that transaction, until the claim is resolved.
But it is still kind of like the wild west.

...so long as the buyer disputes the transaction. And these days that is very easy to do.Even if the seller isn't blind and is aware the obvious problem with the item, he/she might be ignorant of current eBay policies that favor the buyer now more than ever. ergo; ignorant seller.

The problem with disputing the transaction is that picture of the bent canti. He can claim that he disclosed the condition of the cart right there in the picture, then claim that the user did not use the correct procedure in mounting or setting VTF and broke the cantilever.
