Dad's '65 Star Chief also sported seat belts in the front. I guess that was to prevent folks from bloodying their nose if they whacked a metal dash.
But then as Jay Leno pointed out, you could just hose down the dash afterwards. :)

The word I get from my Nova people are that front seat belts (2 not 3) were standard equipment starting in 1964. But not rear. Front and rear seat belts were separate options. In 1962 and 63 front seat belts were optional but most cars did not have the option. Rear seat belts were optional in 64-65. Whether they were also an option in 62 and 63 is not clear.
My father's '62 Buick Special (and a friend's '61) had the optional lap belts, which stayed under the seats... My mother's '64 Chevy didn't have them - I believe they became standard in '65. Our '69 Nova had shoulder belts, though they didn't have retractors.
