I find that typical of the mentality I see at goodwill in particular and also a few other thrifts. I can't quite put a name on it. It's similar to greed but mostly it's poor focus on their customers. They act like they are doing you a favor by being there. It's a stupid business practice, but I guess when all of your "stock" is free to you, there is a lot of room for slop.
Best thing you can do is shop elsewhere. And be sure to take your own donations elsewhere, too! If there is a well-run thrift in your area, help spread the word and encourage others to donate there. Probably won't make any difference though...

Hopefully they will notice the drop in sales and change the policy.

Unfortunately, they are not a business. They are a charity. If it doesn't sell, they will pitch it.
You are right that they will pitch it if not sold.
They other part, the charity part, not so much. Google around a little bit and you will find some articles from believable sources. They ran a piece in the local paper here one time about what percentage of a thrift's take needs to go to actual charity to be called a charity. It was low. I forget the actual number, may have been below 10%. Numbers for local outfits were reported and it was appalling. Yes, they do some good, just not as much as you might think. Don't kid yourself, these are big businesses that don't pay taxes. The numbers on America's Family were the worst. There are some good ones, though, mostly small and local and connected with a specific cause. Find them and vote by moving your feet in their direction.
