Here's the whole schematic, pieced together from the service manual. (Sorry if it comes out large on the screen.)
Note even the headphone jacks are not controlled by the front panel volume control.
Follow Ups:
Looks like I misread my own schematic - the monitor amp has an input switch that appears to select between a direct feed from the inputs and a feed that comes through the rest of the preamp, *including* the front panel volume control.
So I believe the answer to the original questions is "yes, the front panel volume control can be used to control the outputs of the monitor amp."
Which from a user's perspective is the only thing that would make sense.
