take a look at the tweeters in the link below. That would be the exact unit Utah themselves used in many of their designs that employed horn tweeters to replace the 3 1/2 inch cone. They were typically paired witrh an oval mid range horn instead of the 8 inch mid in the 3 way designs with the 12 inch woofer.

I managed to scrounge up a photo I had of one of the 3-way Utahs that used the horn (dome) tweet and horn mid. This is a very recent Utah. as earlier ones used an oval mid. I think ths is the HS1-C circa 1975 or so. I think I got this photo off an ebay listing.

Right there - it's all right in front of you. Anyone with experience with audio can just look at that and see the shabby, low quality, low fidelity, ultra-low budget, low rent, low product that it is.
Look at how cheap and shabby those drivers are. Compare that to the sand cast horns and high quality woofers that Altec used, or better quality drivers pretty much any quality manufacturer used.
That there's definately the bargain bin at Woolworth [or Kmart]; not the featured product display at Macy's.
A really fine paper-cone, cloth-surround woofer than rolls off smoothly at the top end, never rots it's surround and in general does everything the foam-surround poly woofers do not do well today at any price. I would give a lot to just be able to walk into a store and buy a pair of these. And they would make a wonderful foundation for a low-wattage tube amp with deep bass down to your ankles... Utah drivers and designs are so "musical."
