Judging from the size of the tank coil and tuning cap, probably 20 meters or 10 meters. Those are 100TH tubes.
How does that work ... what, if anything (wire?) goes through those coils?
Can you touch the metal coil when it's on?
... based solely on looks.

It is a push pull type radio frequency (RF) amplifier likely built before 1950. Modern RF amplifiers are single-ended design.
They look like a pair of 250TH transmitting tubes, so I would say it is indeed an RF Transmitter.
