So we found out. The wiring in the house and to it are in poor condition and over 60 years old. Not a good combo but it all worked for the phones if someone did not breath on the external wiring that is so patched and mickey moused between houses I am surprised we are not getting someone else's calls.
After the install thankfully we had a supply of phones going back some years. We had the filters in place but had to go through all of the phones to find enough that were quiet enough to use and still occasionally have an issue. The phone company says the lines while old still meet the requirements phone service and the problem is dsl related. The dsl service says it is a phone line issue as the lines do not meet the current required line specification and are required to be replaced at no charge up to the house by the phone company.
Last we heard was from a technical support person working next door who traced lines from the house to some two other homes that each had wires running to and from them back and forth. He saw the wire and clamps were phone company and therefore not jacked lines and he said the company really needed to dig up the entire area, some 20 blocks and lay fresh cable which they are not doing. He thinks they are fighting any attempt to do these jobs as they see in the future the discontinuance of land cabled phones and not reason to maintain an obsolete technology. I believe he is right in his assessment. It is like maintaining open sewer trenches on roadways designed to receive and channel horse outputs when horses are no longer in popular use.

They installed fiber lines in our neighborhood a few years ago. We signed up about two years ago for high speed Internet and the phone service. They ran a fiber leg up to the house, installed the stuff, and we haven't had single issue. 50 Mbps net wireless router, seven phones (three land, four cell), unlimited texting, all for $220/month. I'm a happy guy.
