There are a couple of thrift stores trying to do that in my area, but the stuff just sits on the shelf.

It usually sits till 1/2 price week or later except for rare occasions here as well!
Same experience here with the big chain thrifts. It's all about greed. I could actually take you to a Goodwill here and point to items that have been on the shelf more than 10 years with no price reduction. Here we call it the bad will. The local thrifts run by churches and such have a much better attitude and better run stores. One place actually empties the entire store every 6 months via bag sales and just reasonable prices to start with. I shop and donate there. Vote with your feet. The charity aspect of the big guys is overrated too. It came out in our local paper that one big chain thrift donates 2.3% of their profit to charity. That is all it takes to classify themselves as a charity! It's a business, folks, not a charity. They take your stuff for nothing and gouge for all it's worth. Rant over.
It is not greed, it is mismanagement. They have zero costs, they only make money if the stuff moves. If it doesn't move, they are paying to store it. If greed works properly, they would be pricing the stuff to move. Clearly, this is good old-fashioned stupidity.

Well said, Dave! I stand corrected.
