Yes, some switching supply will not work if load is not as expected. It is just safety feature in supply in case something go wrong with the unit. But some supplies are actually designed bad and may even blow if load is incorrect. (Idiot engineer anyway).
So you can take a risk and try it, or you can measure the load under normal condition, and replace the "missing" load with couple of resistors of proper wattage. Now add your supply. Watch for ground loops.Like with all experimental designs, you may ruin your equipment or cause damage. It is recomended to let some experiance technician to do this job.
