I would say they just have not had the experience.
Plenty of cheaper equipment just does not have enough refinement to allow an easy time hearing any difference in wires/cables.
And also, once a person DPES hear a difference, and recognizes what those differences are... They may (due to learned skills) be able to hear marginal changes others without such skill cannot.
So IMO three things go on in 'hearing a difference'
First, the quality of the equipment allowing an easy time, or not.. to 'hear a difference'.
Then the hearing skill innate in the person listening. Some folks are just not able to hear as well as others.
And finally, the learned skill of being able to hear the actual differences in some cables on some equipment.
For many folks (like myself too) the epiphany of finally being able to hear a difference, after years of not doing so.. can be a revelation.
My first hearing a difference, was a Pangea power cord on my Forte' 4a amplifier wayyy back when Pangea was new.
For cables, it really became apparent when I tried a Cardas Parsec on my $5K apiece system.
The Cardas wire blew away the old wires... Which up to then I thought were pretty good. (but about the same as others I had tried, up until I tried the Parsec)

Re-reading my post I guess you can read it that way, but it's not what I meant to imply.
I meant that, as you say, they may not have experienced a difference yet.
But there are those few that are "climate change deniers" and despite hearing something, still deny it.
As well as there are those few that for whatever reason, hear a difference in EVERYTHING. And maybe they DO, but that doesn't mean it's real.
I think most people, when as you say, finally hear something change be it bad or good, do open their minds to the possibility.
In my case, I am still a skeptic, but I no longer scoff at ANYTHING until I have a chance to hear it for myself.
As of yet, I only pay more for interconnects if I like the look of them or if I can get custom sizes. While I may not hear a difference, I do know it takes time and money to make a nice looking interconnect and I don't mind the extra cost for a clean install behind my rack. Just not thousands of dollars.
