Of course, if a 35mm x 20mm film cap is too large, an electrolytic cap might be the only option. As for the bypass cap, the size of it is so small (13mm x 5mm), if the size of the base cap will fit, there should be room enough for the bypass cap to be tied to it.

Wow! That is indeed tiny. Out of curiosity, I just looked up the dimensions of an ELNA Silmic II electrolytic in 10uF/50V size: 11.5mm X 8mm. Thus only a little larger than the proposed bypass capacitor.
I went through this process with my Beveridge amplifiers, trying to find a film cap that would "fit" on the circuit board and not excite oscillations. A 10uF Dynamicap looked ridiculous, in terms of size; one lead had to around to the back side of the PCB to make contact. In the end, I had to settle for the bipolar Nichicon Muse, but the ELNA with a bypass was great, too. The amp was just a little unstable with that combo, however. The OP may not have a problem with circuit stability, so perhaps the choice is wider.
5mm diameter does seem quite small for a 630V film capacitor. I also plan to use it for a loudspeaker crossover application, since its voltage rating is suitable for use as a loudspeaker crossover bypass cap.
